During its early years it was a commonwealth independent of the English colonies, but an increasingly unfavorable economic situation forced Exeter to voluntarily submit to the jurisdiction of Massachusetts in 1643. Later in the 17th century the area became part of the colony of New Hampshire.

Exeter was the birthplace of Daniel Chester French, sculptor of the figure of Lincoln in the Lincoln Memorial. Both the Phillips Exeter Academy. endowed by Colonel John Phillips in 1781, and the American Independence Museum are located in Exeter.
